Objectives of the action

Overall objective:

Almond merchants and producers plan and implement the development of the Afghan almond industry.

Specific objectives:

Almond merchants, producers and nurseries organize a national industrial organization for the promotion of the Afghan almond industry.

Almond merchants and producers plan and implement a program to train and certify nurseries for the production of saplings.
Subcontractor(s) ROP will subcontract a portion of the project following EC guidelines stated in Appendix F3 for services contracts less than €200,000 to an organization like University of California at Davis.  ROP has discussed this project with at least three organizations and would prefer to negotiate a subcontract with UCD.  UCD has agreed to subcontract with ROP.

Final beneficiaries Farmers (almond producers), almond nurseries, almond merchants, consumers, businesses & society in general.
Estimated results

The policy for propagation and distribution of certified planting material is written and to be approved by the government of Afghanistan.

National almond industrial organization established.

Development of a national marketing plan completed. For each major producing region, the preferred varieties of almonds are identified for marketing promotion.

Development of a nursery certification program managed by the national almond association in collaboration with the Ministry of Agriculture and Irrigation. Standards will be established for the certification.  Eligible nurseries that meet the standards for the production of almond saplings will be certified.

Ten nurseries are trained and certified to produce almond saplings and produce certified sapling of the varieties requested by the markets.
Main activities

Organization almond producers, nurseries and merchants into a national industry organization.

Develop a national marketing plan with key almond varieties identified.

Adoption by the national industry organization of a certification program for almond plant nurseries.

Training and certification of nurseries desirous of being certified to produce saplings.

Writing of the certification standards, processes and enforcement scheme for almonds
